Will carriers verify that the conditions of the IOSS have been met?

As an online seller, you are responsible for checking the conditions of the IOSS and for ensuring your compliance with those conditions if you want to make use of the IOSS.

Many carriers have advised Metapack that they will:

  • Assume that online sellers have checked the conditions of the IOSS and complied with the conditions.

  • Not perform any checks for compliance with the IOSS.

However, some carriers have advised Metapack that they will:

  • Assume that online sellers have checked the conditions of the IOSS and complied with the conditions.

  • Validate information supplied for shipments to determine whether they meet the conditions of the IOSS.

Therefore, you will need to consult the carriers you use to determine whether and how they will check your shipments for compliance with the conditions of the IOSS.

Note

Where values have been provided in a currency other than euro, the carrier will be responsible for the currency conversion to verify that the IOSS EUR 150 threshold has been applied accurately.

Can I still ship to all destinations if I do not use the IOSS?

Some carriers have advised Metapack that they do not have local customs clearance in place for all countries. In these instances, the carriers will exclude destinations for delivery where an IOSS number is not included. For more information, you should consult your carriers.

I currently provide values inclusive of VAT. Is this a problem?

Carriers have advised Metapack that this will be a problem and you should consult your carriers to ensure that this is understood and made clear. Carriers might be able to support a workaround in their systems, or they will ask you to change how information is provided and exclude VAT.

I charge for shipping but do not currently separate this charge in the data I provide. Is this a problem?

Yes. You should advise your carriers and change your integration with the Shipping API. Failure to split out the charge might result in incorrect taxes (or duties) being applied. There might also be an impact on any checks determining whether the IOSS has been applied correctly.

Can I still use the same carriers if use the IOSS?

A small number of carriers have advised Metapack that they:

  • Will restrict use of the IOSS to particular services.

  • Might also add new services because of the introduction of the IOSS.

How will the implementation of the IOSS affect in-flight orders? When should I make changes for the IOSS?

You should consult your carriers, any electronic interfaces that you use, and tax/duty experts to coordinate your approach to ensure that you meet your legal obligations at point of sale and when handing shipments over to your carriers.
